Error Installing SQL Server 2008 Express

When installing Microsoft SQL Server 2008 R2 Express Edition, or a product which uses it, such as Sage ACT! Premium 2011, you may receive an error. In addition, SqlSetup.log in the TEMP directory shows:

Workflow RUNRULES /RULES=GlobalRules returned exit code: 0xE0434352

This may occur if the Microsoft .NET Framework 4 Client Profile is installed. Uninstall it.
