Internet Explorer: Cannot Use Https Sites

When using Internet Explorer, you may receive the following message:

A program on your computer has corrupted your default search provider setting for Internet Explorer.
Internet Explorer has reset this setting to your original search provider.
Internet Explorer will now open Search Settings, where you can change this setting or install more search providers.

However this dialog does not allow the default search provider to be changed.

In addition, Internet Explorer will not display any secure sites (using https://).

To resolve this, open an elevated command prompt and type:

regsvr32 softpub.dll

regsvr32 mssip32.dll

regsvr32 initpki.dll

regsvr32 wintrust.dll

Then reboot.
